28.12.09: AIBSNLOA SALEM DISTRICT BRANCH FORMED: AIBSNLOA Salem District Branch was inaugurated on 27-12-2009 in a meeting held under the Presidentship of Com.K.Manickam, SDE.  Com.R.Manikandan JTO welcomed the gathering.  Com.A.Sivaraman DS, SEWA and Com.K.Sivakumaran ADS Coimbatore District Branch felicitated the meeting. Com.K.Rajasekaran, CS and Com.RRB, ACS delivered special address.  Com.K.Manickam, SDE (G), Sellappampatti, Com.M.Mathialagan, JTO Instlln. Salem and Com.R.Vaibogam, JTO Tx Mtce Salem have been unanimously elected as President, Secretary and Finance Secretary respectively. We convey our heartfelt Congratulations to the members and newly elected office-beares of Salem District Branch.

26.12.09: We deeply mourn the reported untimely demise, after a brief period of illness, of Shri.A.Ganesan, GMT, Karaikudi.  We convey our heartfelt condolences to the bereaved family.

22.12.09: SDE Officiating order for additional 80 JTOs issued by Circle Office today. VIEW ORDER  

21.12.09: BSNL Officers' Diary published by AIBSNLOA has already been delivered to most of the SSAs. District Secretaries are requested to pursue with various units which have not yet placed orders, for placing purchase orders early.

20.12.09: A Special meeting of Coimbatore District Branch was held on 19.12.2009 under the Presidentship of Com.M.Ponnuswamy, DE.  Com.R.Viswanathan, CWC member, Com.Sivaraman, JTO and Com.Subbarayan of NFTE felicitated the meeting.  Com.K.Rajasekaran, CS and Com.RRB, ACS delivered special address.  Earlier Com.R.Dhamodaran, DS, Com.R.Viswanathan, CWC member, CS and ACS had a meeting with PGM, Coimbatore.  The pre-arranged meeting was cordial and fruitful, wherein free and frank discussions were held on meeting retailers' expectations, shortcomings in call centre working, implementation of Project Shikhar etc.  There was also a brief meeting with GM Coimbatore.  Transfer requests of Com.M.Ponnuswamy and Com.Krishnamoorthy were also discussed and it has been agreed that the needful would be done.

10.12.09: BSNL CO has called for APARs for the year 2008-2009  for 1323 SDEs for Promotion to DE (Adhoc). Out of  1323 SDEs, 156 SDEs belongs to Tamilnadu Circle VIEW LIST     VIEW ORDER

29.11.09: Our Trichy District Branch has sent a letter received from Com.G.Ilangovan, SDE, Trichy, member of another association, along with a cheque for Rs.500/-, thanking our Association since he has been benefited by the constant intervention by us resulting in settlement of pay anomaly case of Com.K.Natarajan.  This stands testimony to the sincere efforts being taken by us in any issue.  Click here for the letter.

18.11.09: Additional SDE Officiating options are called for from  JTOs of Tamilnadu Circle whose year of recruitment is 1999 or earlier, including those JTOs completed/not completed debarred period. 12.11.09: Our GS has received the extract of recommendations of the Committee formed by BSNL CO for framing Rules and Regulations  for Conduct of Membership Verification of Executive Employees Association in BSNL. VIEW LETTER

12.11.09: Principal CAT New Delhi directs BSNL to fix the pay under FR (I) (a)(1) instead of under FR 35 for TTAs officiating as JTOs.  Our CHQ  had taken up the issue with CMD BSNL requesting him to  cause issue of necessary orders allowing pay fixation under FR (I) (a)(1) for the TTAs officiating as JTOs, in accordance with the directions of Hon’ble CAT, Ernakulam Bench, Kerala.  Mean while some TTA comrades had approached Principal CAT, New Delhi for direction on this issue.  Principal CAT New Delhi has today reportedly directed BSNL to fix their pay under FR (I)(a)(1) from the year 2005.

06.11.2009:  Opinion Leaders Meet at Circle level has been conducted at Circle Office on 4.11.09 regarding implementation of PROJECT UDAAN  in Tamilnadu Circle. 01.11.2009: District Conference of AIBSNLOA Kumabakonam District Branch & Felicitations to Com.VS on his retirement: The District Conference of AIBSNLOA Kumbakonam District Branch was held on 31.10.2009 at Hotel Silambu, Mayiladuthurai in A VERY GRAND MANNER. Com.VS, Leader of the Masses in Kumbakonam SSA and who has completed 40 years of impeccable service both in the department as well as the TU Movement was felicitated. The long list of leaders who eulogized the services of Com.VS included Com.R.K., Com.R.Jeyabal, Dist.President, NFTE, KMB, Com.K.Rajasekaran, CS, Com.RRB, ACS, Com.S.Jeyachandran, COS & DS KKD, Com.T.Gunasekaran, DS, TR, Com.T.Viswalingam, DS, CDL, Com.E.Rajasekaran, DS, SNEA, Com.P.Mani, DS, SEWA, Com.M.Gurusamy, DS, BSNLEU, Com.S.Baskaran, DS, NFTE, Com.M.Rajarathinam, DS, FNTO and Com.T.Jeyaraman, DS, TEPU.  On the Management side, Shri.L.Kannan, GM, KMB, Shri.K.Ananthan, DGM(A), Shri.R.Govindarajulu, DGM (P) and Shri.M.Mariappan, DGM (F) felicitated Com.VS, the unparalleled TU Leader.  Com.VS in his acceptance speech assured that his services will continue to be available to the Association. The Subjects Committee was presided over by Com.M.Govindaraju, President.  CS and ACS addressed the subjects committee. Com.A.Mohan, JTO, KMB, Com.R.J.Christopher, JTO, MM and Com.B.Ravikumar, SDE, Kuthalam have been elected as President, Secretary and Finance Secretary respectively.  We congratulate all the new office-bearers and members of AIBSNLOA Kumbakonam District Branch.  A special mention is a must about Com.MSR, the out-going Secretary for having organised the meeting and conducted it in a very successful manner.  All of us have to learn from Com.MSR, the organising skills.

26.10.2009: We met PGM (O) today and brought to his notice the gross violations in posting orders in DE officiating in Trichy SSA.  PGM (O) expressed surprise over such violations and has assured to intervene. We have requested him to set things in order.  We also discussed the cases of Com.Sarojini, JTO, TR SSA, Com.Pandian, SDE KKD SSA and Com.Sankaralingam, SDE, TVL SSA.  In respect of Com.Sarojini, it has been agreed that another reference will be made from Circle Office to Corporate Office regarding her promotion under 1/3rd quota to SDE, so that we can follow it up through our CHQ.  PGM has agreed to consider Com.Pandian's transfer to Tirunelveli SSA favourably at the earliest.  The seniority issue of Com.Sankaralingam will also be sorted out, it has been agreed.

30.09.2009: IDA increases by 6.8% w.e.f. 1.10.2009.

18.09.2009: BSNL has issued orders for payment of PLI - Rs.3500 for Non-Executives and Rs.5000 for Executives. Click Here for orders.

15.09.2009: We had sent the cases of Com.R.Subramaniyam, SDE, Vellore and Com.Prema Sudha, SDE, Vellore for revaluation of their answer sheets in the LDCE for promotion to SDE held on 15.7.2007, where it was found that evaluation was wrong or the answer key was wrong.  CHQ took up the issue with BSNL Corporate Office.  Following it, many such representations were made to CHQ from various circles.  All these cases were brought to the notice of BSNL management by our CHQ.  Our General Secretary has informed us today that GM (Rectt), BSNL CO has today conveyed him the administration's decision to review all such cases.  We are thankful to CHQ for sincerely pursuing the issue.

15.09.2009: Pondicherry Telephone System has been selected as Best Telephone System (of less than 50000 lines category) in the country, by BSNL.  Madurai Tallakulam Customer Service Centre has been selected as Best Customer Service Centre in the country by BSNL.  Our congratulations to all involved in this achievement.

09.09.2009: All District Secretaries are requested to speed up distribution and collection of Survey Forms.  Circle Office-bearers are requested to co-ordinate with District Secretaries to make the programme successful. The Survey will have to be completed before month end.

31.08.2009: As per BSNL orders issued today, our CGM Shri.D.Varadarajan will look after the charge of CGM Chennai Telephones in addition to his own duties, till further orders.  In the same manner, CGM West Bengal Circle will look after the charge of CGM Calcutta Telephones till further orders.

29.08.2009: AIBSNLOA Chennai Telephones had organised a Meeting on 28.8.2009 at Asoka Hall, Egmore, Chennai to felicitate Shri.M.P.Velsamy, CGM, Chennai Telephones who is retiring on 31.8.2009 after a successful tenure of more than three years.  More than 400 AIBSNLOA members of Chennai Telephones District participated.  Shri.D.Varadarajan, CGM, Tamilnadu Circle presided over the function. Our CS Com.K.Rajasekaran was one among the speakers who felicitated the retiring CGM.  The meeting was a grand success, which established the strength of AIBSNLOA in Chennai Telephones.

25.08.2009: All District Secretaries are requested to contact Circle Secretary and to report progress of the Survey and number of survey forms collected till now. All members are requested to download the forms and play their role for success of the survey.

10.08.2009: One of our proposals in our letter addressed to CGM on 28.7.2009, was to concentrate on Mobile PCOs, having enormous potential.  This issue has been discussed in a meeting chaired by CGM on 1.8.2009  and has been circulated to all GMs as Item No.1 as "Aggressive promotion of GSM PCOs".  Members are requested to share their views, experiences and suggestions for improvements.  District Secretaries are requested to involve ALL MEMBERS in collecting survey forms.  Our effort is receiving appreciation from many quarters.

09.08.2009: CHQ has published an article on BSNL MS RR written by Com.S.Ratnasubramanian, Retd. DGM exposing the dangers in BSNL MS RR for almost every cadre. The write-up is published above along with CHQ letter to CMD asking withdrawal of the BSNL MS RR and suggesting required changes for re-issue. All District Secretaries are requested to get them printed and xerox copied for circulation among all BSNL Executives.

26.07.2009: Circle Executive Committee meeting at Karaikudi: The meeting was a grand success. Presided over by Com.P.Manoharan, Circle President and  felicitated by Com.Nageswaran, NFTE, Com.Muthukumar, FNTO, Com.Thirunavukkasu, BSNLEU and Shri.Ganesan, GM/KKD, the meeting was conducted in most business-like manner, with useful deliberations and thoughtful decisions on various issues, including implementation of Project Vijay.  The District Conference of Karaikudi SSA was also conducted simultaneously, presided over by Com.R.Sekaran, District President. Com.R.Sekaran,DE, Com.S.Jeyachandran, DE and Com.M.Josephine Maria Jothi, JTO have been elected as President, Secretary and Finance Secretary respectively.  We congratulate the new office-bearers of Karaikudi District Branch and convey our sincere thanks to all the members of Karaikudi District Branch for making very good arrangements for the meeting at very short notice.

22.07.2009: Circle Office-bearers and members participated in the Demonstration held by NFTE and its allies in Chennai as part of Anti-Disinvestment Day call given by CPSTU. Circle Secretary addressed the gathering. Similarly our District office-bearers and members have participated in Demonstrations held in all SSAs.

22.07.2009: The venue for CEC at Karaikudi on 25.7.2009 has been changed to Poomalai Vaniga Valagam, Opp.to Kannadasan Manimandapam, Near New Bus Stand. Rooms have been arranged for those coming from long distance at Natchiappa Palace, SBI Complex, near the CEC venue.

16.07.2009: Circle Association met CGM regarding posting on promotion of Com.Shanmugam, Madurai SSA, since BSNL CO has circulated instructions for automatic cancellation of promotion orders in respect of those who did not join before 17.7.2009.  CGM was kind enough to order modification of his posting orders.  We are thankful to CGM for the favourable decision.

15.07.2009: BSNL has yesterday notified the Group A Recruitment Rules. The Notifications and Schedules are available in CHQ site.  A court case in Bangalore CAT filed by some officers against creation of supernumery posts for avoiding wrong reversion of 1966 SDEs, was to come up on 13th. It has been postponed to 16th July 2009.

14.07.2009: We learn with utmost shock that Shri.H.Mohamed Abubacker, GM MS(O), Trichy has expired today evening after hospitalisation yesterday with cardiac symptoms. He was an energetic and commanding officer known for his toughness.  At the same time he was quite considerate when things were put up to him in the right perspective.  BSNL has surely lost a vibrant leader. We convey our heartfelt condolences to his family.

08.07.2009: A co-ordination meeting of AIBSNLOA Chennai Telephones and Tamilnadu Circle Office-bearers at head-quarters was held today.  Important organisational issues were discussed.  This meeting will be a fore-runner for many important events to follow.

07.07.2009: Circle Office-bearers met GM (F) and urged him to settle the issue of pay fixation under FR 22 (I) (a) (1) for TTAs officiating as JTOs, which has been pending for a very long time.  He has assured to settle the issue in a day or two.  GM (F) also informed that ACRs of all eligible JAOs for promotion as AO will be sent to Corporate Office by this week.

01.07.2009: Circle Office-bearers met CGM today and requested his intervention in Karaikudi issue, wherein Com.Jeyachandran, DE was rewarded (?) with transfer to Devakottai by the District Administration for achieving Rs.98 lakhs sales in May 2009 alone as Head of Sales Team.  Click Here for CS letter addressed to CGM.  CGM agreed to talk to GM, Karaikudi. Later in the evening, it is learnt that GM,  Karaikudi has cancelled the transfer orders on the intervention of CGM.  We are grateful to CGM for his timely intervention.

01.07.2009: Com.G.Thalamuthu, Circle Vice-President and Com.N.Ramasamy, District President, Nagercoil have retired from service yesterday.  We wish both of them a Happy and Healthy Retired Life.

21.06.2009: A very massive exercise of conducting the JTO (DR) Examination 2008, is over today, without any hitch.  The task became challenging due to the unprecedented number of applicants, crossing 32000 in Tamilnadu.  We congratulate all those who were involved in the process, right from the Centre Supervisors, their team of officers, down to the Vehicle Drivers and Group D officials, who have put in their hard work for days together.  The staff and officers of  Circle Office Recruitment section led by the AGM (Rect) deserve special appreciation.  The whole exercise proves our potential.

17.06.2009: ALARM BELL RINGS: It is learnt that Tamilnadu Circle Balance Sheet shows a Loss of about 55 crores for the Finance Year 2008-09.  This is time for introspection by all sections of BSNL Tamilnadu Circle and determination to face the situation with sincere resolve.  Large scale increase in sales of GSM products and deeper penetration of Broadband is the requirement of the day.  It is time for all to put their shoulders together without pointing fingers.

16.06.2009: Circle Office-bearers met GM (A) and discussed: 1. Inclusion of names of Com.M.R.Ravindran and Com.Sarojini, left out in the recent JTO to SDE promotion orders.  2. Request for change of SSA-case of Com.Shanmugam.  3. Consideration of remaining Rule-8 transfer requests and posting of JTOs to Kumbakonam and Trichy SSAs from the ongoing JTO batches. 4. Consideration of posting to station of choice for those who have less than 2 years of service. 5. Unjustified transfer of Com.Jayachandran, DE of KKD SSA.  We have emphasized the justification behind each issue and we shall follow up the issues.

11.06.2009: Tamilnadu Circle gears up for conduct of JTO Examination 2008 for direct recruitment of JTOs.  Admit cards have already been despatched for the examination to be held in 40 centres in Chennai on 21.6.09. 09.06.2009: We learn from reliable sources that the long time rumour of merger of Chennai Telephones with Tamilnadu Circle is finally becoming a reality.  The BSNL Board, on Monday is reported to have cleared merger of Chennai Telephones with Tamilnadu Circle and Calcutta Telephones with West Bengal Circle, along with other decisions of restructuring the BSNL organisation. Orders are reported to be under issue.

02.06.2009: In continuation of our letters to the administration on fixation of pay under FR 22 (I) (a) (1) instead of the present practice of fixing under FR 35 for TTAs officiating as JTOs, we have been pursuing with the administration periodically for resolving the issue.  We are expecting favourable orders early.

26.05.2009: CS and ACS met CGM STP and requested favourable consideration of temporary transfer of Com.Vijay Bharathi, JTO to Chennai.  CGM STP has assured to do the needful.

14.05.2009: Circle Secretary has written a letter to CHQ requesting to take up with the administration the issue of halting of tenure transfer of AOs to other circles. Click Here for the letter.

12.05.2009: 1. Work for revised pay fixation for those whose increment date falls in January, is in progress for Circle office staff.  In SSAs also the work should have been already completed or should be completed shortly.  District Secretaries are requested to report problems, if any.   2. Necessary details are yet to be received from five/six SSAs for refund of CIS recovery (Rs.5/- scheme).  Payment will be done after projection for total expenditure on this count is arrived at.

08.05.2009: Finally intra-circle transfer orders of SDEs and some request transfer orders have been released by the Circle administration.  We are thankful to PGM (O) for keeping the transfers to the minimum, as he had assured us in various meetings.  The administration's declared motto of the exercise viz. equalising the shortage among SSAs and giving effect to long pending request transfers has been partially met.  But, Transfers have been ordered to accommodate requests of waiting period less than even six months, courtesy the double game played by one association which doesn't have any members to be affected by these transfers.  Now it is on record that this association said one thing to the administration and wrote another thing for name sake.  Ultimately, an exercise supposed to give relief to SSAs with shortage, has ended just as an exercise of 'Transfer for Transfer sake'. 09.04.2009: Request transfer orders have been issued in JTO and SDE cadres by CGM STR. Com.Selvaraj, SDE, Nagapattinam has finally been given transfer to Nagercoil and Com.Duraisamy, JTO, OT  to Coimbatore on their requests. We are thankful to STR administration.

08.04.2009: April 14th has been declared as a closed Holiday in view of Dr.Ambedkar's Birth Day. Circle Office orders on this matter has been released today.

08.04.2009: District Executive meeting of Trichy SSA was held on 7.4.09 in the Conference Hall of office of PGM, Trichy, under the Presidentship of Com.Krishnan, District President, in a very grand manner. Com.P.Manoharan, Circle President, Com.K.Rajasekaran, CS, Com.P.Udhayasuriyan, CS Chennai Telephones, Coms.Jeyachandran, Kamaraj and Boopathi, Circle Organising Secretaries, Com.RRB, ACS, and Com.MSR, DS, KMB addressed the meeting. Com.Viswalingam, DS, CDL, Com.RC, Com.RV and Com.VS were special participants in the meeting.  Members from all over the SSA attended the meeting. Com.Ganesamoorthy was felicitated on his retirement. Com. Gunasekaran, DS, TR earlier welcomed the participants and made an impressive speech.  Important resolutions on marketing and other strategies for increasing BSNL market share were passed.  The meeting has had a wide coverage in the local Press.

02.04.2009: Circle Office-bearers met GM (F) and conveyed  the disappointment of all the Executives that arrears of pay revision have been deposited to concerned bank accounts only on 31-3-09 and most of the banks are yet to credit the amount to the account holders.  This being the case, recovery of Income Tax from the arrears is not fair, even if finance rules stipulate so.  We requested that in future all payments should be made without delay.  We emphasized that pay fixation for officers having their increment date in January, should be completed as per the clarifications issued by BSNL, before another fixation as per today's DPE notification (Click Here) becomes due.  GM (F) has agreed to get it completed immediately.  We have requested to consider transfers in AO cadre, in the resultant vacancies of CAO promotion, particularly cases of Com.Rajam AO from TVL to NGC, and Coms. Ganesan and Venkatesan, AOs from TT to TVL. A decision by GM (F) is expected shortly.  Regarding our letter on Pay fixation of TTAs officiating as JTOs, GM (F) has agreed to go through the references we have made.

01.04.2009: After meeting GM (F) on 12.3.09, we had reported that GM (F) had agreed that officers whose increment date falls on 1.1.2007 will have their pay fixed with reference to their pay as on 31-12-2006 in the pre-revised scale and will draw their increment due on 1-1-2007 in the revised scale. But people who always claim that every thing that happens under the sky is because of them only could not tolerate this settlement and put a spoke into the issue, not minding that this would have benefited many.  The administration retracted from its assurance. In the mean time our CHQ had specifically taken up the issue. Now BSNL has issued clarifications, vindicating our stand. Click Here for the clarifications.

01.04.2009: Postings orders in respect of Sr.AOs promoted as CAOs are expected to be issued tomorrow. Efforts are being taken to get legal opinion for releasing the results of JAO Part I Screening Test.  IDA is to increase by 0.3% from 16.6% to 16.9% w.e.f.1.4.2009.

18.03.2009: Our CHQ has taken up the case of JTOs/JAOs who were appointed/promoted after 1.1.2007, in whose case there is reduction in emoluments on pay fixation in revised IDA scale.  CHQ reports that pay fixation in their case will not be done now.  As and when DPE approves the proposed scales of Rs.18000+,  this anomaly will be resolved.

12.03.2009 1615 Hrs: Circle Office bearers met GM (F) and discussed the issue of fixation in revised IDA pay scales in respect of officers whose increment date falls on 1.1.2007, vis-a-vis clarifications issued by Kerala Circle. After prolonged discussions GM (F) has agreed to issue similar instructions to all DDOs in Tamilnadu Circle. Now, officers whose increment date falls on 1.1.2007 will have their pay fixed with reference to their pay as on 31-12-2006 in the pre-revised scale and will draw their increment due on 1-1-2007 in the revised scale. We are thankful to GM (F) for having agreed to resolve an important anomaly.

Circle Association met GM (A) and discussed the issue of long-stay lists and transfers likely on that basis. We also discussed some request transfer cases. We have put through our specific views on the long stay issue, for consideration by the administration.

06.03.2009: CHENNAI TELEPHONES AIBSNLOA CIRCLE BODY LAUNCHED: Chennai Telephones jumps into the bandwagon of dedicated and determined BSNL Executives who hate gimmicks and have true concern about the interests of BSNL and its Executives and have rallied under the banner of AIBSNLOA.  Com.P.Udayasuriyan leaves AIBSNLEA along with entire membership, irrespective of cadres and launches AIBSNLOA Chennai Telephones Circle.  We welcome all of them into the fold of AIBSNLOA. AIBSNLOA Chennai Telephones and Tamilnadu Circles  shall work together for the welfare of the members of AIBSNLOA and to strengthen the organisation.

27.02.2009: BSNL orders on IDA pay revision are expected to be issued tomorrow.  Orders on seniority of 1966 SDEs are expected to be issued shortly.

27.02.2009: DoT has issued Presidential Directive, approving BSNL proposals on pay scales, fitment formula, DA etc. JTOs and SDEs will get equivalent of E1 and E2 respectively now. This will be provisional till the non- standard pay scales equivalent  to the present 9850 and 11875 scales are approved by DPE.  Our CHQ alone had reported this on 14.1.09. 25.02.2009: Circle office-bearers along with CHQ Vice President met GM (F) and discussed the plight of voluntary retirees, whose retirement benefits are unduly delayed due to the present convention of taking up the pension papers only three months after their retirement.  GM (F) rightly understood the gravity of the issue and has assured early payment at par with those who retire on superannuation.  We took up the issue of DGM looking after - case of Com.Pandian, Coimbatore.  GM (F) has agreed to issue orders at the earliest. Transfer of Com.Palanivel, CAO from Trichy to Madurai and transfer of Coms.Venkatachalam, AO and Ganesan, AO, both from Tuticorin to Tirunelveli have also been discussed and GM (F) has agreed to consider them favourably.

25.02.2009 1100 Hrs: Minister has approved the proposals for IDA pay revision. DoT expected to issue Presidential Directive today or tomorrow.

19.02.2009 1500 Hrs: CHQ reports that Secretary DoT has cleared the file for revision of IDA payscales for BSNL Executives and that the file is lying with Minister's office, for approval by Minister.

11.02.2009: Circle Association met PGM (O) and discussed various issues including transfer cases. PGM was kind enough to concur with our view that while preparing long-standing list for Inter-SSA transfers, service rendered in JTO cadre and above alone should be taken into account for stay in the SSA.  He informed  that screening of ACRs for promotion from JTO to SDE is under process and the same will be completed and sent to BSNL CO by next week.  The following are the other cases discussed and we expect favourable outcome: 1. Looking after as DGM - case of Com.Varadachari, Madurai. 2. Posting of Com.R.Venkataraman, DE, Trichy as DE C A/T, Trichy after the retirement of the present incumbent. 3. Transfer cases of Com.Muthusamy, DE from KKD to MA SSA, Com.Jeyabalan, DE from KKD to MA SSA,  Com.Pandian,SDE from KKD to TVL SSA, Com.Veerabadran, JTO from PY to Chennai, Com.Saritha Sreeram, JTO from STR to AP Circle, Com.Bhuavaneshwari, JTO from TR to STR and Com.M.R.Anand, JTO from CBT to Kerala Circle.

10.02.2009: Powers for issue of NOC for passport have been long back decentralised and given to SSA Heads.  But problems were reported in respect of Coimbatore SSA where the NOC applications were being sent back to Circle office  by the SSA administration after vigilance clearance by Corporate Office.  This was brought to the notice of concerned authorities and  letter has now been addressed to Coimbatore administration reiterating the decentralised procedure.

10.02.2009: One association's leadership, which was not there to lead its members in the recent agitation call given by its CHQ, has woken up from a week's slumber at  midnight (its website says it was updated at 0145 Hrs) and as usual has spit venom which has by now become known as its nature. It has accused us of 'standing on the shore and simply commenting the swimmers braving the strong waves'.  True. We are the Light House standing on the shore trying to guide and save the innocent Executives time and again being pushed into the Ocean of Ignorance by their leadership.  More and more Executives are now becoming aware of the tactics of these leaders who divert the attention from real issues.  We understand that the mid-night write-ups are results of frustration and let us bear with them.

04.02.2009: Com.K.Balasubramanian, CHQ Vice-President, Com.K.Rajasekaran, CS and Com.N.S.Dheena Dayalan, DS, STR, Chennai, met GM STR Chennai on 03.02.2009 and discussed the transfer cases of Com.Selvaraj, SDE, NM and Com.B.Rajasekaran, JTO, KKL.  GM was very receptive and has assured to settle these issues as early as possible.

02.02.2009: REVISION OF IDA PAY SCALES FOR BSNL EXECUTIVES – Our CHQ reports:  In one website it was reported that CMD, BSNL has recalled the file from DOT for review of the proposal in view of bad financial position of BSNL. But the informed sources say where from the CMD, BSNL calls back the file when no file was at all sent to DOT? BSNL had only sent a detailed proposal in the form of a letter. Moreover, the proposal was duly approved by BSNL Board only a fortnight back, duly keeping in view the already deteriorated financial position of BSNL. This position did not change overnight to create a condition to withdraw and review the proposal. DOT, as usually happens during the course of examination of any proposal, had raised a query about capability of BSNL to meet the burden of additional expenditure in the background of its continuous loss of profit. In this regard BSNL received an official communication from DOT on last Friday and this has also been replied with the concurrence of CMD, BSNL who is now in abroad. Now DOT has to further process the proposal. Those who regularly visit our website may recall that on 28.01.2009 we reported that “Member (Finance), Telecom Commission had raised certain queries regarding the proposal sent by BSNL on revision of IDA Pay Scales. The concerned senior Officers from BSNL visited Sanchar Bhawan in this connection and clarified the same“. Now it is established beyond doubt that our report was fully correct. The communication from DOT carrying the same query to BSNL was only to get clarification from the competent authority. Now that the query has already been replied in writing, the process should move on in DOT. We must keep in mind that since Presidential Directive has to be finally issued by DOT, the approval of Hon’ble Minister of Communications in DOT’s file would be necessary. Therefore, our Association did the right thing by meeting and raising the issue with the Hon’ble MOC at his native place on 01.02.2009 (as already reported in this website).  Our centre of activities therefore now should be DOT Headquarters at Sanchar Bhawan and NOT the BSNL.

01.02.2009:Trichy Comrades meet Minister on IDA pay revision issue: Our Trichy comrades of Tamilnadu Circle, Com.T.Gunasekaran, District Secretary, Com.S.Kamaraj, Circle Org.Secretary and Com.S.Benjamin Arockiaraj met MOC Shri.A.Raja at Perambalur, his native place and handed over a memorandum requesting his intervention for early issue of Presidential directive for implementation of revised IDA pay scales for BSNL Executives.  They explained to him that the unwarranted delay has given room for speculations resulting in anxiety of the BSNL Executives.  Minister assured them to take care of the issue after returning to Delhi. 20.01.2009: Circle Association met CGM STR and GM TS, STR and discussed the issues of Looking after arrangement as DGM for Com.Ponnusamy, CAO, Transfer of Com.R.Lazarus Jeyasingh, JTO to Tirunelveli, Extension of Temporary Transfer of Com.Saritha Sriram, JTO, Forwarding of transfer request to STP, case of Com.Muniyandi, JTO, Madurai and accommodating Com.Bhuvaneswari, SDE, Keeranur at Pudukottai under STR. 05.01.2009: BSNL Officers' Diary 2009 - released by AIBSNLOA Tamilnadu circle has received appreciation from all corners for its design as well as contents. We hereby acknowledge the efforts, taken by the team headed by the Circle Secretary comprising Com.K.Balasubramanian, CHQ VP, Com.V.Kannan, Circle Finance Secretary, Com.S.Rajasekaran, President, Circle Office Branch and Com.R.Thinagaran, Secretary, Circle Office Branch, in compiling important Service, Accounts and Technical matters from various BSNL sources and Com.RRB, ACS for designing the cover and editing the material.  We exclusively place on record our gratitude to Com.R.Muthukrishnasami, Branch Secretary, Virudhunagar, whose tireless efforts alone ensured timely release of our Diary.  We request all to bear with a few mistakes here and there. 01.01.2009: We are extremely shocked to learn that Com.Kulothungan, JTO, Sethiathoppu & Finance Secretary of our Cuddalore Branch has expired today due to Heart Attack. Our hearts are filled with profound grief over this sudden and untimely death of an young and energetic comrade who was one among those instrumental in formation of our Cuddalore Branch. Com.Kulothungan's death is a great loss not only to his family but also to our Cuddalore comrades. We hereby extend our deep condolences to the bereaved family and our Cuddalore comrades.
